In fact, in recent years, WOSBs received only 4 percent of the $400+ billion in government contracts awarded to small businesses.

  • California State government is committed to Small Business and as a result all California State Agencies are under Executive Order to do 25% of their procurement and contracts with Small Businesses (SBs) and 3% with Disabled Veteran Owned Business Enterprises (DVBEs).

Donna Davis recently joined the SBA as Regional Administrator for Region IX, which encompasses Arizona, California, Guam, Hawaii, and Nevada. Davis has over three decades of experience in working with small businesses and corporations, as well as public service with governments at the city, state and federal levels.

She served most recently as the President and CEO of DIR Group, Inc., a business and advocacy consulting firm. Before that, she was the CEO of the Arizona Small Business Association. Davis also served as President, CEO and Founder of a portfolio of companies with involvement in domestic and global event management and an international speakers’ bureau. Earlier in her career, she was a Park Ranger at Grand Canyon National Park.

Davis has served on the boards of the American Indian Chamber of Commerce-AZ, the National Small Business Association, Arizona Chamber of Commerce and Industry, National Association of Women Business Owners, and Women Impacting Public Policy and is a Leadership America inductee. She is a graduate of Northern Arizona University and completed a Harvard Business School Executive Program.


S. Nancy WhangS. NANCY WHANG

S. Nancy Whang is a partner in the government practice of Manatt, Phelps & Phillips, LLP. Her practice focuses on the area of law where the government and the private sector intersect, including government contracts, administrative and regulatory issues affecting the environmental and energy sectors, and administrative hearings and writs. Ms. Whang’s clients include those in both the private sector and government.

Ms. Whang has extensive experience providing counsel on a broad range of state and local government contract issues, including bid preparation, contract negotiations, bid protests, government contract claims, and administrative hearings and writs. She successfully defended the award of California’s highest-valued state services contract in the state’s history. She also advises clients on compliance with statutory and regulatory requirements related to all aspects of government contracts and has worked on a number of school district technology and procurement issues, including issues concerning federal E-rate funding for school technology installations.

Ms. Whang has worked on proceedings involving direct access, utility rate applications, approvals for certificates of public convenience and necessity on behalf of clients, including municipal, commercial and retail entities. She has significant experience representing clients on a range of litigation matters, with a focus on administrative writs and petitions.

Ms. Whang counsels public and private employers, safety directors, and risk managers on matters related to federal and state occupational safety and health requirements, including the development and assessment of safety programs for regulatory compliance. Ms. Whang successfully appeared before the California Occupational Safety and Health Appeals Board to appeal citations issued by California OSHA citations. She advises federal and state employers concerning issues related to crisis management, including preparation, regulatory compliance and messaging after critical, high-profile events.

Prior to Manatt, Ms. Whang worked as an Immigrants’ Rights Project law clerk for the Public Counsel of Los Angeles and served on Congresswoman Jane Harman’s District and Washington, D.C., staff. Ms. Whang earned her J.D. from University of California, Los Angeles, School of Law and B.A. from Smith College, Mass.
